Why can't I count

I'm just putting on a new warp the third of this series, I should know it well, but why can't I count. When I wind the warp I bundle each section of warps into 12's, I count and recount that I have enough, I even wind a few extra for good measure, so why o why am I two warp threads short,which I have to make good. It's so frustrating.
